The British Prime Minister, Mr Herbert Asquith, and the First Lord of the Admiralty, Mr Winston S Churchill, arrived at Malta on May 29, 1912 for a conference with Lord Kitchener, H.M. Agent and Consul General in Egypt, to discuss imperial defence and the naval situation in the North Sea and in the Mediterranean. The Prime Minister and the Admiralty officials inspected the Fleet and expressed gen- eral satisfaction with its organisation and efficiency. But this visit met with mounting criticism in Britain and in Malta where public opinion was against the decision to transfer the capital ships to the western Medi- terranean to increase naval concentration for the North Sea. Mr Asquith told the House of Commons in July that there was only a change in strategical equilibrium whilst in former days Britain had maintained her most powerful fleet in the Mediterranean, the centre of gravity had shifted to the North Sea. The Prime Minister out of date and this would be substituted by a stronger force both in character and composition. Four battle- cruisers with double the gunpower of recent deployment would be supplemented by four more modern armoured eruisers. The four battleships to be based at Gibraltar would be increased to claimed the force of battleships based at Malta was The French Navy was mean while transferring its ships to the M In August 1912 the British Cabinet decided to hold technical discussions with the French to formulate a common defensive policy
